Wheat seeds can be found in the Peaceful Meadow at Goofy’s shop which is marked on the image below.
You just have to go to his shop where you will find the wheat seeds.
Buy a lot of them because you will get some Dreamlight bonuses if you buy a lot of seeds, and they are actually cheap.
